Here's shooting directly into the very late afternoon sun on a mostly cloudy day, without and with an ND4 filter.

The sky is much better with the filter, but I'd have to do some post-processing to bring out the truck in the foreground. The moral of the story: Shots like these are why they invented the graduated neutral density filter (which I don't own).
